Abstract

The Aircraft carrier and its associated strike group (CSG) have been the preeminent means of both projecting power and securing sea control since the 1940s. Despite this, there exists vulnerabilities associated with operating these groups. Following World War Two, a narrative emerged that in heavily contested (non-permissive) environments, CSGs would be unable to operate effectively. This line of thinking relegates the CSG to a weapon for low intensity conflicts, crisis response, and peacetime power projection. The relevance of this debate has increased in recent years with the bolstering of the Peoples Liberation Army Navy (PLAN) carrier forces. Misunderstanding the ability of the CSG to operate in high threat, non-permissive environments risks woefully misreading the capabilities the PLAN wields as it grows its carrier forces. This research aims to contribute to the debate by correlating data from a wide range of non-permissive environments within which CSGs operated in. The research will then proceed to adjust to offer the best possible “apples to apples” comparison between use cases, something that has not been done in non-classified spaces. This research will maintain its feasibility by limiting the scope to 3 case studies within which sufficient data exists. These case studies also remain the preeminent use cases of the Carrier during what can be considered the missile centric age of naval warfare. Notably, Okinawa provided a mass of kamikaze attacks, where profiles and warhead size (along with hit rates) were analogous to anti-ship cruise missile (ASCM) attacks.
