Biography
Mr. Manning served as the NASA Fellow to the Space, Science, and Competitiveness Subcommittee of the U.S. Senate Committee on Commerce, Science, and Transportation in the 114th Congress, First Session. During this time he helped draft and negotiate key provisions of the U.S. Commercial Space Launch Competitiveness Act, a comprehensive commercial space bill signed into law in November 2015 (Public Law 114-90). Mr. Manning currently works for NASA’s Ground Systems Development and Operations Program at the Kennedy Space Center.
