In 1986, the Space Engineering Group of the Institution of Engineers Australia, approached the Queensland Government to suggest that Cape York Peninsula area of Queensland may offer advantages for the location of a space launch facility in Australia. The Queensland Government, in association with the Institution of Engineers Australia, then initiated a series of studies to prove the viability of the concept.
The paper reviews the development of the concept and the initiative taken by the Government of the State of Queensland to draw together the interested parties. It looks at the role played by Government to co-ordinate the interests of these parties and the various levels of Government to explore the establishment of the world's first commercially developed and operated spaceport.
