Competition in the international marketplace requires a work force with extensive scientific and technical knowledge, and a thorough understanding of the business world. The focus of this paper is the development of the intellectual infrastructure required to make space commerce a reality. The contributions to this development by the Centers for the Commercial Development of Space Program and a conceptual Space Business Development Center are described.
