This paper studies the application of communication satellites as a mechanism for providing universal access to the rich, educational resources of this great nation* 1 A space segment configuration is proposed that would link the nation's 125,000 school buildings (grades K-12) , the 3,000 colleges and universities and 6,000 libraries. To justify "the investment, the cost of the proposal is compared to current ad hoc expenditures for the delivery of educational programming.
An analysis of the universe of existing earth stations and the current capacity and future demand of transponders for this purpose is made. To reduce the potential shortfall of engineers and scientists in the 21st century, state-of-the-art techniques that can reach and train an even larger number of people must be utilized.
